Director of Administrative Operations

Department: Administrative Services
Job Status: Full-Time

$90,000-$100,000

The NYC Campaign Finance Board (CFB), a nonpartisan, independent city agency that enhances the role of New York City residents in elections, seeks a Director of Administrative Operations.  The Director of Administrative Operations is responsible for managing all office related services for agency’s primary and satellite locations.  The position will report directly to the Chief of Staff.

Responsibilities:

  • Plan and manage facility central services such as reception, security, cleaning, repair orders, mail service and the upkeep of equipment.
  • Manage the ordering and inventory of agency supplies.
  • Ensure that the facility is operating as it should on a daily basis by completing daily inspections and conducting proactive and reactive maintenance and that facilities meet compliance standards and government regulations.
  • Serve as point of contact for the buildings.
  • Ensure compliance with all safety and security protocols.
  • Plan and schedule any necessary replacements and repairs, scheduling necessary maintenance and management tasks during the least disruptive times.
  • Manage and control all paper records and electronic records for the agency. Maintain administrative records and archival records, including all CFB forms and mailings. 
  • Work with Systems and other units, ensure that electronic records are maintained in accordance with City records management policies, legal requirements and industry best practices.
  • Manage agency’s salvage process and car usage log.
  • Supervise Administrative Operations staff.

Auditor

Responsibilities:

  • Analyze financial records and disclosure statements for financial, compliance and investigative audits of political campaigns. Overtime will be required to complete work as needed.
  • Perform audits in accordance with Generally Accepted Government Auditing Standards (GAGAS) and following internally developed specialized programs.
  • Manage assigned audit caseload in team structure.
  • Provide assistance in planning activities of the audit team during the post-election period and coordinating the team’s activities with other CFB units.
  • Prepare written reports and correspondence that are clear, concise, accurate and timely.

Candidate Services Liaison (Seasonal - 18 months)

  • Serve as a primary liaison between the CFB and candidates running for New York City office.
  • Monitor and assist campaigns in preparing campaign finance disclosure reports.

Content Writer

Department: Marketing and Digital Communications

The New York City Campaign Finance Board seeks a Content Writer to craft compelling copy and contribute to multi-media storytelling across the agency’s communication platforms, with a focus on digital channels. The Content Writer’s work will deepen engagement, participation, and understanding of the agency’s programs, including its matching funds program for candidates running for local office and NYC Votes, its citywide voter engagement initiative. The position reports to the Content Strategy Manager and works closely with colleagues throughout the division, including team members in design and production as well as staff focused on partnerships and research. The Content Writer will play a critical role in helping the agency and the city of New York increase voter participation, with a particular focus on increasing turnout in youth and immigrant communities in the 2020 and 2021 elections.

Social Media Manager

Department: Marketing and Digital Communications

The New York City Campaign Finance Board seeks a Social Media Manager to create, curate, and distribute organic content and paid campaigns across Instagram, Twitter, Facebook, and other emerging channels. This role will manage both voter-facing (@NYCvotes) and official agency (@NYCCFB) platforms, creating content designed to reach and engage a variety of audiences, including New York voters and potential voters, candidates, elected officials, members of the press, and other influencers and thought leaders. The position reports to the Content Strategy Manager and works closely with the Content Writer and other colleagues throughout the division, including team members in design and production as well as staff focused on public relations, partnerships, and research. The Social Media Manager will play a critical role in helping the agency and the city of New York increase voter participation, with a particular focus on increasing turnout in youth and immigrant communities in the 2020 and 2021 elections.

Responsibilities:

  • Manage the agency’s social media calendar and its channels and assets, including Instagram, Twitter, Facebook, and emerging channels.
  • Grow and engage existing and new digital audiences, on these platforms and others, and build an online community dedicated to voter and civic engagement.
  • Create and post content that advances our goals, mission, and brand, and reflects topics, election dates, and priorities articulated in our editorial calendar.
  • Set up, monitor, and optimize paid social media campaigns, including audience targeting, creative testing, and reporting on results; collaborate with content and press teams on organic social media campaigns
  • Collaborate with Content Writer, designers, videographers, and other specialists – both in-house staff and outside vendors – to support planned multi-channel campaigns.
  • Monitor and respond to online comments and conversations; escalate concerns or issues to Content Strategy Manager for guidance as needed.
  • With Partnerships & Outreach team, research and engage partners and influencers – paid and volunteer – to amplify and support agency campaigns and initiatives.
  • Create content and interact with followers in a way that embodies the agency’s values of equity and inclusion for all audiences, including the use of subtitles / open captioning, translation, ASL interpretation, or other modalities to ensure accessibility.
  • Use data and insights, including click-through, conversion, and engagement rates, to inform and evolve social media strategy and continually improve our effectiveness.

Project Coordinator

Department: Marketing and Digital Communications

The New York City Campaign Finance Board (CFB), a nonpartisan, independent agency that enhances the role of New York City residents in elections, seeks a Project Coordinator to assist in the organization of projects within the Marketing and Digital Communications Unit. Under the guidance of the Production Manager, this role supports a variety of projects, including the official NYC Voter Guide, agency reports, candidate resources, and voter education and engagement materials. In collaboration with colleagues in the Marketing & Digital Communications unit, the Project Coordinator will support the agency’s goals of increasing voter participation, with a particular focus on increasing turnout in youth and immigrant communities in the 2020 and 2021 elections and enhancing awareness of the CFB’s matching funds program.

Responsibilities:

  • Work with project stakeholders to gather and clarify needs and specifications for Marketing and Digital Communications projects, such as content, deadlines, and budget.
  • Create and implement project schedules and monitor the day-to-day status of projects.
  • Provide project team members with requirements, resources, and schedules to help ensure that final products are delivered in a timely manner and are consistent with the agency’s message and brand.
  • Collaborate with design, content, and video production teams to execute creative projects.
  • Research and help manage relationships with vendors for the unit’s projects, including printers, translators, and creative, digital, and advertising agencies.

.NET Developer (Seasonal - 18 months)

The New York City Campaign Finance Board seeks an experienced full stack .NET Web Developer.  We offer a dynamic work environment, training, growth potential, and excellent benefits.

Under general supervision, with broad scope for the exercise of independent initiative and judgment, this developer is responsible for the system analysis, technical design, development, testing, enhancement, and maintenance of various applications that support the Agency’s business functions. The selected candidate will be required to perform tasks related to the development of software applications and data transformation activities for the Agency.

Responsibilities:

  • Responsible for full software development life cycle, including user interface design, database development, back-end architecture, deployment and maintenance of the defined solution based on business and functional requirements
  • Design, write, unit test, and document application code to successfully deliver secure, robust, transactional and service oriented architectures.
  • Understand the Agency’s strategic initiatives and develop technology solutions that deliver the required business value
  • Understand complex business processes/applications with intent to re-write/enhance using current tools/technology.
  • Provide supporting documentation for all phases of development/implementation.

Essential Skills:

  • Strong demonstrable experience in systems architecture and N-tier application development using Microsoft’s web technology stack (ASP.NET MVC, C#, IIS6/7/8, ADO.NET, Entity Framework, SOAP/REST Web Services including Web API and WCF, Http Handlers, Http Modules).
  • Strong experience implementing standards based front-end development (HTML5, XHTML, JavaScript, CSS).
  • Experience with scripting languages including JavaScript (intermediate to advanced level) jQuery and data exchange formats (XML, JSON, SOAP) in a service oriented or micro services architecture.
  • Experience with Responsive Web Design (RWD) patterns.

Network Administrator

Department: Systems Administration

The NYC Campaign Finance Board (CFB), a nonpartisan, independent city agency that enhances the role of New York City residents in elections, seeks a Network Administrator.  The CFB’s network supports approximately 130 users and 20 general use computers with approximately 50 servers that are predominantly virtual between two sites.  The Network Administrator’s role is to ensure the stability, reliability, integrity, security and efficient operation of the CFB’s network including internet connectivity and the consumption of Microsoft Azure services.  The Network Administrator will set up, monitor, maintain, support and optimize all aspects of the CFB network.  The Network Administrator will report directly to the Director of Systems Administration and work collaboratively with the other Network Administrator.

Responsibilities:

Strategy & Planning

  • Assess and regularly report on near-term and long-term network capacity needs.
  • Create and maintain documentation as it relates to network configuration, network mapping, processes and service records.
  • Develop, implement and maintain policies, procedures and associated training plans for network administration, usage and disaster recovery.

Acquisition & Deployment

  • Conduct research on network products, services, protocols, and standards to remain abreast of developments in the networking industry.
  • Manage hardware, and software upgrades.
  • Interact and negotiate with vendors, outsourcers, and contractors to secure network products and services.

Operational Management

  • Maintain and manage the agency’s network, build and maintain servers, install and maintain network operating systems, and configure switches, routers and firewalls.
  • Support software packages and ensure their smooth and reliable operation for fulfilling business objectives and processes.
  • Provide expert infrastructure setup, configuration and support to the Software Development team in the deployment of agency developed web and internal network applications including setting up DNS and secure connectivity.
  • Collaborate closely with the Software Development team to quickly resolve issues and take proactive steps to ensure an absolute minimum of unscheduled downtime of CFB developed applications.
  • Network administration including backup, security management, user account management, e-mail, internet access, configure and manage storage, office systems and applications support, and ensure all systems maintain high availability.
  • Monitor and test network performance, ensure all systems are running at top performance, troubleshoot problem areas as needed and provide performance statistics and reports as requested.
  • Ensure that internet connectivity is reliable, secure and meets performance expectations.
  • Ensure all computer hardware is working at full capacity.
  • Manage the agency’s helpdesk and resolve complex network and desktop issues.
  • Set-up, test and maintain up-to-date the technology component of the agency’s DR/BC plan

Qualifications:

Formal Education

  • College degree in Computer Science or related field and 5 years of work experience in the Network Administration field, or equivalent education and work experience.

Director of Partnerships and Outreach

The NYC Campaign Finance Board (CFB), a nonpartisan, independent city agency that enhances the role of New York City residents in elections, seek a Director of Partnerships and Outreach.

The Director of Partnerships and Outreach will identify, target, build, and maintain strategic partnerships on behalf of the agency with community-based organizations, government agencies, educational institutions, non-profits, and other private partners with the aim of increasing New Yorkers’ participation in city elections. This person will also direct the agency’s outreach activities, including nonpartisan get-out-the-vote activities, community-based voter registration, civic education, and programming aimed at engaging New Yorkers in the city’s political life through the CFB’s NYC Votes initiative.

The Director of Partnerships and Outreach will also be expected to identify and evaluation the potential benefits and impacts of new partnerships, define and track key indicators and metrics, and measure the effectiveness of our partnerships and outreach programs.

We are seeking passionate candidates with an interest in civic engagement, elections, and voter participation who want to work with diverse audiences, including youth. The person who assumes this role will direct the Partnerships and Outreach unit and direct the Engagement Coordinator, Youth Engagement Coordinator, and Field Coordinator. This position reports to the Deputy Director of Public Affairs.

Responsibilities:

  • In collaboration with the Deputy Director of Public Affairs, set annual and quarterly goals for engagement strategies that reflect annual and division goals.
  • Work with unit and division staff to create and maintain programs that support strategic goals for engaging youth and naturalized citizens.
  • Identify, establish, manage, and maintain partnerships with organizations to support the overall goals of the CFB and its NYC Votes initiative.
  • Direct a peer-to-peer youth civic engagement model that includes youth train-the-trainer workshops and the We Power NYC youth ambassador program.
  • Establish and direct person-to-person outreach programs to advance the CFB’s mission, including nonpartisan GOTV, voter registration, trainings, and informational presentations to interested groups.
  • Direct building a volunteer base that utilizes digital organizing methods, including relational organizing and digital text and phone banks.
  • Identify and build resources and tools for partners to support their efforts, including digital resources such as a monthly newsletter and online community group.
  • Manage the staff of the Partnerships and Outreach unit; foster a collaborative, cohesive team environment.
  • Develop supervised staff by setting work and professional development goals.
  • Collaborate effectively with other units and staff within the CFB’s Public Affairs division and across the agency.
  • Participate as a member of the leadership team for the Public Affairs division.
  • Represent the CFB at public events and serve as a spokesperson with media outlets.

Youth Engagement Coordinator

The Campaign Finance Board (CFB), a nonpartisan, independent city agency that enhances the role of New Yorkers in elections, seeks a Youth Engagement Coordinator to lead and coordinate a robust youth voter engagement strategy for young New Yorkers. The Youth Engagement Coordinator will work closely with Public Affairs staff to assist in the overall coordination of services and opportunities to ensure young New Yorkers have a voice at the polls and have the opportunity to be civically engaged.

We are seeking an energetic, passionate, and enthusiastic candidate who believes in the power of voting and works well in a collaborative environment. The ideal candidate has demonstrated ability to manage a portfolio of programming, is a creative thinker, and has previous experience working with and inspiring young people to take action.

Responsibilities:

  • In collaboration with the Director of Partnerships and Outreach, set annual and quarterly goals for youth engagement strategy that reflects agency and division goals.
  • Facilitate and coordinate a robust youth voter engagement strategy that incorporates a peer-to-peer model.
  • Run the We Power NYC youth ambassador program, including recruiting and training student leaders through one-on-ones and train-the-trainer methods, managing the ambassadors’ outreach to their respective networks, and using methods to engage and retain the ambassadors throughout the program.
  • Support content creation by providing engagement ideas for outreach on digital platforms and field work.
  • Curate presentations and reports that effectively supports efforts by community organizations to organize young people to vote.
  • Create and coordinate special youth-focused events with partner and We Power Ambassadors.
  • Coordinate CFB partnerships and outreach with the youth-focused field.
  • Provide resources to relevant organizations that support youth initiatives.
  • Participate in community events and create civic youth engagement opportunities.
