

Statement of Need for Additional Public Funds

The Certified Statement of Need (“Statement of Need”) was enacted into law to limit the amount of public funds paid in races where participants face only minimal opposition (see Admin. Code §3-705(7)(b)). For public funds payments made before the ballot has been set (“pre-ballot payments”), the Statement of Need is required to receive any public funds. For payments made after the ballot has been set (“Primary” and “General” payments), a Statement of Need is required to receive more than 25% of the maximum public funds for that election. However, a Statement of Need is never required for pre-ballot or primary payments in open seat races (no incumbent is running for re-election), nor is it required in special elections.
The CFB verifies the truthfulness of any statement and supporting documentation, which are posted below (See Admin. Code §3-705(7)(a)(1)).
